But when the data on New York City are released this summer, they are likely to show a net gain in domestic migration as well as a significant overall increase. What this means is that upstate continues to struggle. That is true even in the Buffalo area, where Gov. Andrew Cuomo is spending $1 billion (the "Buffalo billion") to revive the economy. In the past four years, the area has gained fewer than 5,000 jobs, or less than a 1% increase. The governor wants to spend another $1 billion elsewhere upstate. I wonder if he is expecting similar results." |
